Formula boundary (§10). The percentages used to render results are fetched from backend configuration at request time; changing policy requires no React change. PPN/PPH display rates (11% / 0.75%) are prototype placeholders for the real rule set — Finance owns the configuration (PRD gap to settle in EPIC 09 backend). Storing overwrites the tax fields on the customs record with old-value logging (PRD §15).
